Q&A: October 2011 What is the Wholesale Power Cost Adjustment (WPCA)? The increased cost of wholesale power KEC purchases from the Bonneville Power Administration (BPA). These adjustments reflect a direct pass through (either up or down) of rates paid by KEC to BPA for generated power. The KEC board of directors approved the WPCA in September 2009 to reflect these adjustments. Where is the WPCA located on my bill? The WPCA is listed as a separate line item on each member’s bill. It is located on the front of the bill under “Detail of Charges”. The WPCA has been listed as a separate line item on member’s monthly bill statements since January 2011 when we rolled out our new bill design. How much is the WPCA? The WPCA that appear on our members’ bill is $0.00414 / kWh. This means that a member will pay an additional $0.00414 for each kWh consumed beginning on a member’s October bill. The average residential KEC account consuming 1,150 kWh would see an increase of 5.29% The average small commercial KEC account consuming 7,560 kWh would see an increase of 5.38% Why is the WPCA changing now? Effective October 2011 BPA increased the cost of its generated power. This increase in cost will now be reflected on our members’ bills. When will the WPCA be effective or change? The current change in WPCA will impact KEC and our members on their purchased power beginning with the October 2011 billing statements. Future WPCA changes may occur during KEC rate studies and/or when BPA adjusts the cost of power they sell to KEC.
